A delegation from the Middle-East at the French National Bar Council


On 11 and 12 July, the French National Bar Council received a delegation of 16 people from 7 countries to explain how the profession is organised in France and to forge privileged contacts in a region which is often overlooked.

In cooperation with the liaison magistrate in Jordon, Ms Anne-Marie Morice, the French National Bar Council organised an impressive programme which incorporated a meeting with the Vice President of the Paris Bar, Ms Dominique Attias, at the seat of the Paris Bar, a meeting with Ms Farge, President of the Order of Lawyers, at the Council of State, visits to the Court of Cassation and the Bar School of Versailles, before the two days concluded with a visit to the Palace of Versailles.

The delegation was made up of bar presidents, lawyers (Bahrain, Iraq, Jordan, Oman, Qatar) and representatives of the Ministry of Justice (United Arab Emirates) who deal with questions relating to lawyers. Lastly, Mr. Anwar Abu Eisheh, Professor of Law at Al-Quds University and former Minister of Culture of the Palestinian Authority completed the delegation.

The delegation was received the Monday morning at the French National Bar Council by the members of the European and International Affairs Committee and its Vice Presidents, Mr. Jobert and Mr. Sédillot, who gave a presentation on the French National Bar Council overall, but with a particular focus on the Committee’s activities. Dominique Piau, President of the Rules and Practices Committee also spoke, presenting the ethical code used by French lawyers. Lastly, Elizabeth Menesguen, President of the Training Committee, explained the role played by the French National Bar Council in terms of training and the upcoming reforms. Many other subjects were examined over the two days, such as how the CARPA (Lawyers’ Pecuniary Settlement Fund) works, legal aid, access to law and questions relating to human rights.

Pascal Eydoux, President of the French National Bar Council and the President of European and International Affairs Committee, bar president Philippe Henri-Dutheil, also both attended to speak with the bar presidents and lawyers. These meetings represent an opportunity to forge ties with the profession in the region and often lead to rich discussions. Many members of the delegation expressed a wish to extend cooperation with the French National Bar Council on subjects such as ongoing professional training, ethics and the International Observatory for Lawyers in Danger. For others, the event provided the opportunity to reflect on how existing conventions can be improved on.
